Ir. Chen Thiam Leong is a Past President of the Association of Consulting Engineers Malaysia (ACEM), the Institution of Fire Engineers Malaysia (IFEM) and the Malaysian Chapter of ASHRAE. He is also Advisor to the Malaysian Air-Conditioning & Refrigeration Association (MACRA) and the Building Automation System Association of Malaysia (BASAM).

Chen is a practising Consulting Engineer and is the Managing Director of Primetech Engineers Sdn Bhd based in Kuala Lumpur. Notable projects include the New Securities Commission HQ which was Malaysia’s first winner of the ASEAN Energy Award (where he introduced the concept of totally ductless and uninsulated floor plenum for comfort air-conditioning exceeding 600 sq.m. per zone) and the Energy Commission HQ, winner of the ASEAN Energy Award 2012, EMERSON CUP 2012 and ASHRAE Technology Award 2013 (2nd Place).

Chen holds a 1st Class Hons Mechanical Engineering degree from the University of Leeds and has been involved in Energy Efficiency designs since the early 80s. He regularly lectures in the international circuit on the subjects of Sustainability and Energy Efficiency under the ASHRAE Distinguished Lecturer program and is Malaysia’s first ASHRAE DL. Chen also specialises in Energy and Fire & Life Safety audits. He is involved in the development of numerous Malaysian Standards including MS1525 on EE and has authored/co-authored technical articles/papers which are regularly featured in technical publications.

In recognition of his contribution to the engineering fraternity, he was honoured with the ACEM Gold Medal Award in 2010.

Director of Hijjas Kasturi Associates Sdn with over 20 years of experience in the field of architectural planning & design. Graduated from Bartlett School of Architecture and University of Sydney joined Foster & Partners in London for a three year stint before returning to Malaysia. Serina Hijjas have been active in the area of Energy Efficiency and Sustainable design since her formative years in architectural practice in London. Awardee of three Asean Energy Efficiency Awards: ? the 55 storey Telekom Malaysia Headquarters Building (2005); First Runner-Up Securities Commission HQ (2003) and First Runner-Up Putrajaya International Convention Centre (2007). Works extends to Ericsson Building, Putrajaya Lighting and Water masterplan, AIMST University in Malaysia, Shell Headquarters and Celcom Tower. One of the latest of projects includes the new Heriott Watt University campus at Putrajaya with an amazing green roof and total landscape footprint of 80%.

A founding member of the Green Building Index(GBI) and is part of the GBI Accreditation panel. Ar. Serina lectures on Rethinking Sustainability and is a working member on the formation of the Township Green Building Index tool and reference guides for Malaysia.


Ir Wong See Foong graduated with a degree in Mechanical Engineering from the University of Malaya in 1974 and has been involved in building services engineering over the past 38 years. He is a professional engineer registered with the Board of Engineers, Malaysia and is presently a partner of MEP Engineering Sdn Bhd, a mechanical and electrical engineering consultancy practice.

Ir Wong is the immediate past President of the Association of Consulting Engineers, Malaysia (ACEM) and represents the association on issues related to building regulations, fire safety and professional practice. He is also a Past President of the Institution of Fire Engineers (U.K.) Malaysia Branch (IFEM), serving in IFEM’s Council since 1997. Under the Institution of Engineers, Malaysia, he was the Chairman of the Fire Advisory Board and has been closely involved with the Fire and Rescue Department to resolve issues faced by the various professional institutions and associations.

Ir Wong is also the Chairman of the Technical Committee for Wet Fire Protection Systems in SIRIM for the drafting of Malaysian standards for active wet fire safety systems.


Ar. Von Kok Leong is a practising professional architect registered with LAM and PAM, and a Director at Arkitek MAA Sdn Bhd.

Ar Von is a member of the Joint LAM and PAM Sustainability Committee that strategized and established the GBI. He is part of the team that led the drafting of the GBI Non-Residential New Construction (NRNC), Non-Residential Existing Building (NREB), Residential New Construction (RNC) version 3 and the Office Interior Rating Tools and Reference Guides. He has regularly presented lectures on GBI, passive design strategies and on MS1525, the Code of Practice on Energy Efficiency and Use of Renewable Energy for Non-Residential Buildings. He is currently the Chair of the Working Group for the revision to the Chapter 5 (OTTV, RTTV and Roof U-value) for the 2019 version of the MS1525.

From 2010 til 2012, Ar Von served as the first elected President of the Malaysia Green Building Confederation (MGBC), a membership-based not-for-profit NGO set up to bring about greater awareness of sustainability in the built environment in Malaysia, and has also represented MGBC at the WGBC’s Asia Pacific Network committee.

Ar Von was also a member of the GBI Accreditation Panel (GBIAP) from 2010 til 2016, and was the Chair of GBIAP from 2013 to 2015.

Ar Von was called on as a member of UTAR’s Industry Advisory Panel from 2010 til 2014. He also lectured at UTAR Sg Long campus from 2015 til 2016, and has also served on various judiciary panels on many architectural design competitions involving green buildings throughout the past ten years.

Ar Von is a Fellow of the ASEAN Academy of Engineering and Technology (AAET), and has represented and delivered Distinguished Lectures on behalf of AAET. Ar Von is also a Fellow of the Malaysian Institute of Interior Designers (MIID), and has served on its Disciplinary Committee and is a member of the Board of Directors of MIID REKA Sdn Bhd.

Ar. Michael Ching Chee Hoong

Ar Michael Ching is a director of CH&I Architecture Sdn Bhd and BGreen Design Sdn Bhd, both established in 2010. He is a professional architect, a member of Green Building Index (GBI) Accreditation Panel and Honorary Secretary of the Malaysia Green Building Confederation (malaysiaGBC) for 2018-2019.

He obtained his Bachelor of Arts (Architecture) from Deakin University, Australia and subsequent Bachelor of Architecture from University of Malaya.

With over 18 years of experiences, he continues his passion and active interest in Sstainable Design. His works were published both locally and internationally and have been recognised in the field of sustainability with the awarded Silver Award from My Dream Home 2011 under the Green Home Category. He is also the recipient for 30 Under 40 Emerging Architect in Malaysia in 2011.


Ir. Ahmad Rashidi is a senior practicing Electrical Engineer and Director of SSP (E&M) Sdn Bhd, an Electrical & Mechanical Consulting Engineering Firm based in Seri Kembangan, Selangor. He graduated from Colorado School of Mines, USA and has been a practicing engineer for more than 20 years.

Ir. Ahmad Rashidi has been involved in many large projects such as railway, ports, airports, industrial city, water & sewage treatment plants, high end landed residential development, office buildings, training centers and mosques.

Ir. Ahmad Rashidi is currently a Council Member of Association of Consulting Engineers Malaysia (ACEM) where he is serving as the Chairman of the ICT Committee. He is also actively serving in various technical committees and working groups in ACEM, SIRIM and LLM.


Sr Kwan Hock Hai is a Registered Quantity Surveyor and currently serves in 2 committees in the Board of Quantity Surveyor Malaysia. He has held many executive positions in Royal Institution of Surveyors Malaysia over the years and is now representing RISM as Vice Chairman of the Pacific Association of Quantity Surveyors (PAQS).

Sr Kwan graduated from Heriot-Watt University Edinburgh. He is a founding Director of the QS practice Perunding PCT Sdn Bhd and has worked on projects all over Malaysia, ASEAN countries and China.

Ir. Kuah Kee Hong

Ir. Kuah Kee Hong is a registered Professional Engineer with Practicing Certificate (PEPC) with the Board of Engineers, Malaysia and holds a Bachelor Degree in Engineer (Civil) from the University Sains Malaysia in 1994.

He is currently the Engineering Director in Sepakat Setia Perunding Sdn Bhd (SSP), a multidiscipline Consulting Engineering firm at Seri Kembangan, Selangor and has been a practicing engineer for more than 20 years involving in many large projects such as industrial plants, railway stations & depots, aircraft hangar, commercial development, water and sewerage treatment plant structures.

Ir. Kuah is currently a Council Member of Association of Consulting Engineers Malaysia (ACEM) where he is serving as the Chairman of the Insurance Committee. He is also actively serving in various technical committees and working groups in ACEM and CIDB.
